Meeting Agenda

The Amended Draft Agenda was approved as written.

1. DAP Background

Representatives from the DAP Commission, CYFN and the Government of Canada provided YCEE members with a summary of the history and background of the draft DAP Act.

2. Summary of the Development Assessment Process

DAP representatives outlined the anticipated DAP process and structure.

3. Legislative Development and Next Steps

DAP representatives summarized the proposed legislation and forms of regulation to be introduced under the DAP Act.

There will be three sets of regulations:

  1. Inclusion/Exclusion list (to be introduced with DAP Act)
  2. Mandatory Review List (to be introduced with DAP Act)
  3. Timelines Regulations (to be introduced later)

There will be temporary enforcement procedures in place for six years and there will be a five year review/evaluation of the legislation and enforcement provisions.

Council members expressed concern about such areas as:

ACTION: Council agreed that it should provide comments and suggestions on the proposed Development Assessment Process Legislation. Council agreed that a working group would get together and propose the best approach to be taken by Council to be able to provide comments and suggestions. The proposal will be made to all Council members for approval before proceeding.
